Carlos A.F. Da Silva
  Carlos is an immigrant from Brazil. He was born in Nacip Raydan, Minas Gerais and became a United States citizen in 1999. He is married and has two sons.

Carlos worked for many years in Massachusetts as a Union Representative/Negotiator. He has been an entrepreneur, and a volunteer community and political activist for several years. He is a Notary Public.

Carlos is the executive director of the non-profit organization Brazilian Total Assistance, Inc ( Assistência Total Brasileira) located in Quincy, Massachusetts. Along with the board of directors, they assist the Brazilian and other communities with: translations, notary services, immigration filling, work site conflict resolution, right to know safety training, union contract translations, employer/employee's hand book translations, citizenship classes, etc. In addition he is a part time Business Development Officer with a local Credit Union.

He was employed by the Service Employees International Union - Local 254 – AFL-CIO Boston, MA for (8) eight years where he was hired as a member-organizer raising to the ranks of Business Agent and Senior Union Representative thereafter. He resolved hundreds of grievances and multiple arbitration on behalf of the membership. Carlos was the chief contract negotiator and lead organizer for several Collective Bargaining Agreements that included: 2000’ Suffolk University Contract covering the custodians and trades’ personnel. B) 2001’Tufts University contract for 170 Janitors, where he was the lead organizer and the chief negotiator for a contract that set a precedent in Massachusetts by allowing third parties (students, professors, religious, community and other union leaders) to seat at the negotiating table, playing a major role in the outcome of the negotiation.

Carlos is a mentor to many new and old immigrants in the United States. He is committed to help everyone regardless of race, sex, sex orientation, religion and nationality. Carlos is a member of the following institutions: Holy Family Catholic Church in Rockland; St. Paul’s Parish Church in Hingham; Logia America-A.F. & A.M. in Cambridge; Rural Lodge-A.F. & A.M in Quincy; LIONS Club in Quincy; Massachusetts Alliance of Portuguese Speakers (MAPS), where has served on the executive board of directors for two years as the president of the board, two years as the vice president and one year as the Treasurer (the first Brazilian on this position in its 37 years of existence); a member of the advisory board of the Mass Care as they push Single Payer legislation in the United States; a member of Hingham Democratic Committee – and the affirmative action officer, and a member of Quincy 2000 Business Partnership.

Carlos is a former member of the following bodies: Quincy Zoning Board of Appeals, board of directors of the Brazilian Immigrant Center, Brazilian American Association, Brazilian Citizen Council of New England(Brazilian Consulate of Brazil in Boston), Quincy Citywide Parents Council, Quincy Youth Soccer as a Coach, a former member of executive board of directors of the Greater Boston Labor Council and Framingham/Worchester Labor Council becoming the first Brazilian and Latino to serve on that board representing SEIU Local 254 AFL-CIO. He is a former member of Quincy Ward II Democratic Committee where he has served as chair and vice chair ( first Brazilian on both positions). In addition, he was affiliated with the Metrowest and South Shore Chamber of Commerce.

Carlos was involved on the political campaign that led to the election of Luis Inacio Lula Da Silva to the Presidency of Brazil. He has worked voluntarily in the William Weld, Robert Reich, Tom Reilly and Deval Patrick governor’s campaign; Congressman William Delahunt 1st campaign’s; Al Gore, John Kerry and Barrack Obama presidential campaigns. He has spoken at numerous locations about “Brazilians Building Political Power in the United States” including: Harvard University, Bunker Hill Community College and University of Massachusetts. He has earned a Certificate for participating in a month long Legislative Seminar Course at the Massachusetts State House and he is also a graduate of the first class of the Initiative for Diversity in Civic Leadership (IDCL/Suffolk University).

Education is a must for Carlos. He has earned a Certificate on Labor Management Relations from Quincy College; a Certificate on Labor Law & Labor Arbitration from the Labor Arbitration Institute; an Associates in Science Degree in Business Administration/Labor Management Relations from the Quincy College - Cum Laude; and an Bachelor of Arts Degree in Union Leadership and Administration from National Labor College, Silver Spring, MD - Cum Laude and commencement speaker.
